To activate the developer console, type developermodeon in the main menu of the game.
There will not be a notification that the developer mode has been activated. You can press the F1 and the F2 keys to check. The F1 key will bring up a small textbox and the F2 key should bring up display statistics.
If you would like, you can press the F2 key again to enable logging of commands. When you use the F1 textbox to input certain commands, this will be written into the log. This can be a good debugging tool to see which commands are not working.
